JNLP integration use the CookieRequestPropertyStore to manage cookies. However, in JRE 1.5 the connection itself is able to manage cookies with help of a CookieHandler. Therefore it is not necessary that ULC manages cookies and actually ULC should not interferre with Java's standard cookie management.
